MikiMostly, に or にも + かかわらず I think the "mo" is optional.
Exception I realized are
それにもかかわらず
-た/だ + にもかかわらず ex#4468, ex#4469, ex#4478
 
dcthe も would seem to be emphasis.

来るにもかかわらず
"even if they come"

来るにかかわらず
regardless of whether they come
来るか来ないかにかかわらず
whether they come or not
