As bamboo4 has stated, 「標記の件」 is the most popular of the conventional phrases (決まり文句) for referring to the subject of an e-mail.
「掲」= "display", "publish", "describe", etc.
「題」= "title", "theme", "subject", "topic", etc.
I feel that 「掲題の件」 need not be translated (we rarely refer to the subject of a memo--ever); however, as Miki has done, it could be translated simply, "Regarding the subject of this e-mail..."
