    This phrase starts a lot of e-mail messages around the office, any idea what it might mean?
     
    Mikiregarding the subject of the e-mail けいだい の けん 
    your nameI could not find 掲題 in dictionries even in 広辞苑(こうじえん). Instead of 掲題の件、you can used 標記の件 and 標題の件. 標記の件 is used mostly. 標題の件 comes next. 
    bamboo4標記の件 is conventional.

    omoshima「掲題の件」 is simply a way of referring to the subject.
    As bamboo4 has stated, 「標記の件」 is the most popular of the conventional phrases (決まり文句) for referring to the subject of an e-mail.

    「掲」= "display", "publish", "describe", etc.
    「題」= "title", "theme", "subject", "topic", etc.

    I feel that 「掲題の件」 need not be translated (we rarely refer to the subject of a memo--ever); however, as Miki has done, it could be translated simply, "Regarding the subject of this e-mail..."
